SUBJECT: Your Appearance at the Staff Meeting of the
Office of Congressional Affairs on Thursday at
11:00 a.m.
You agreed to make a brief appearance to meet my staff and
say a word or two about your concept of congressional
relations.
Introductions will occupy a few minutes after you first
join us.
You may then wish to take two or three ninutes to talk
about the kind of support you want from the Office. Some
points you could make include:
-You like to get ahead of problems. This office
provides the picketmen who identify problems early and propose
solutions before problems become serious.
-Testimony must be as complete and truthful as
possible. If additional information becomes available, then
the record should be corrected.
-When inappropriate questions are asked, witnesses
should state their reluctance to answer, rather than try to
dodge the question.
-Good con sessional relations are essential to a
healthy intelligence establishment. You intend to make
available the time needed to do the job, as you did at the FBI.
