SUBJECT: Timing of submission to the office of Management and
Budget of Agency Legislative Programs for the Second
Session of the 100th Congress
This is to call to your attention that the due date for
submission to OMB of proposed agency legislative programs for
calendar year 1988 is September 1, as was the case last year.
Section 6 of OMB Circular No. A-19 requires agencies to submit
their proposed legislative programs to OMB at the same time they
initially submit their annual budget request as required by OMB
Circular No. A-11. This year the timing of the submission to OMB
of the initial budget request for fiscal year 1989 has been set
at September 1. This date is earlier than in past years because
the Balanced Budget and Emergency Deficit Control Act of 1985
requires the President to submit a budget to Congress on the
first Monday after January 3 of each year (which is January 4 in
1988).
We would appreciate your every effort to have your agency submit
its legislative program by the date indicated, so that it can
receive timely consideration.
