We are presenting to Senator David L. Boren the views of
the Central Intelligence Agency on S. 947, a bill to amend the
Foreign Missions Act with respect to the treatment of certain
Communist countries, and are submitting the report to the
Office of Management and Budget for advice as to whether it is
consistent with the Administration's objectives.
Because the report is classified, we are forwarding it to
the Intelligence Branch as evidenced by the enclosed letter.

Enclosed is a letter to Senator David L. Boren expressing
the views of the Central Intelligence Agency on S. 947, a bill
to amend the Foreign Missions Act with respect to the treatment
of certain Communist countries. Your advice is requested as to
whether the report is consistent with the Administration's
objectives.
We understand that S. 947 may be presented in the near
future as an amendment to S. 1394, the bill authorizing
appropriations for the Department of State for FY 1988.
Accordingly, we ask that you coordinate the Administration's
views as quickly as possible.
