In response to reference memorandum, we see no unique problems for the Agency occasioned by S. 1265. 2. It is not clear from a reading of the proposed legislation whether the bill would apply to the Federal Government as an employer. Even if this is the intent, we see no cover or security problems that would evolve from such a law. The intent of the law, as we understand it, is to mandate that employers provide minimal health insurance coverage for employees. The Federal Government through the Federal Employees Health Benefits Program and the Agency as a participant in this program already dAo.
