SUBJECT : Minimum Health Benefits for All Workers Act of 1987, S. 1265
REFERENCE : Your memorandum dated 6 November 1987; same subject (OCA
87-5639)
1. In response to reference memorandum, we see no unique problems for
the Agency occasioned by S. 1265.
2. It is not clear from a reading of the proposed legislation whether
the bill would apply to the Federal Government as an employer. Even if this
is the intent, we see no cover or security problems that would evolve from
such a law. The intent of the law, as we understand it, is to mandate that
employers provide minimal health insurance coverage for employees. The
Federal Government through the Federal Employees Health Benefits Program and
the Agency as a participant in this program already dAo. We therefore see
no concerns which would be unique to the Agency.
