SUBJECT: Draft USIA report on H.Res. 283, expressing that more
Members of Congres should travel in the USSR and more
Soviet leaders should travel in the U.S.
The Office of Management and Budget requests the views of your
agency on the above subject before advising on its relationship
to the program of the President, in accordance with OMB Circular
A-19.
A response to this request for your views is needed no later than

requesting the views of this Agency on H. Res. 283.
In the absence of Director Wick, I am replying to your letter of October 2
educational and cultural exchanges, we strongly favor such efforts, and would
do our best to facilitate them.
It is difficult to argue with the objectives of this resolution. Clearly
greater communication and understanding among the leaders of our two nations
can be beneficial to both groups. As the Agency responsible for promoting
We are pleased to note that the resolution does not single out any one group
of Soviet leaders; presumably representatives could be drawn from a wide range
of national and local governmental bodies within the Soviet Union. We are
also pleased to note, in these extremely tight budgetary times, that there is
no funding requirement levied in the resolution.
We have been advised by the Office of Management and Budget that from the
standpoint of the Administration's program there is no objection to the
submission of this report.
