Judge Webster: October 3, 1908 Two years ago, the Select Committee on Intelligence issued a report entitled "Meeting the Espionage Challenge: Review of United States Counterintelligence and Security Programs," containing 95 separate findings and recommendations for improvements in these areas. The Intelligence Community staff took the lead role in coordinating the Executive branch review of that report. Moreover, the contributions of the CIA were invaluable. The Committee has decided to issue a sequel to this report early next year, summarizing developments -- both with respect to the threat and corrective measures taken -- since the previous report. We anticipate that staff work on this project will begin forthwith. We would appreciate your having the Intelligence Community Staff again take the lead role in coordinating the Executive branch's review of the Committee's report.
