I spoke with Denise Boerman, staffer on the Senate Subcommittee on Federal Services, Post Office and Civil Service about Agency problems with S.1595 (Federal Employees Leave Donation Act) and S. 2140 (Federal Employees Leave Bank Act). 2. I explained that while we could live with the provisions in S. 2140 we have serious problems with S.1595. The latter bill, which would require interagency leave transfers, would complicate Agency cover arrangements and, because the bill required certain reports to OPM, jeprodize sensitive personnel information. 3. She informed me that the Subcommittee intended to combine both bills and set up a person to person leave donation program and mandate 3 experimental leave bank programs. She also informed me she was aware of the exemption we had obtained to the House version. I explained that combining the two bills still created a problem and that we were looking for relief similiar to that provided by the House. She indicated that she would have to talk with her staff director, Ed Gleiman, before she could agree to any changes. 4. She called me back later to say that she and Gleiman had agreed that the Agency had a valid case. She and Gleiman will use the same exemption in the combined bill that we worked out on the House side. In effect this language will permit the CIA and other Community Agencies to establish their own intra-agency person to person leave donation program without reporting requirements to OPM. However, we will not be able to establish a leave bank since the combined bill will establish only three experimental bank programs. These programs must be authorized by OPM. 5.
