MEMORANDUM FOR THE RECORD
SUBJECT: HR 3400--Political Activities Act
1. I met yesterday with Charles Battaglia, SSCI staff, to
discuss the progress he had made in gaining relief from the
Political Activites Act (HR-3400) which seeks to revise the
Hatch Act to grant all Federal employees the right to engage
more fully in the political process.
2. Earlier I had provided Battaglia with a draft letter to
be sent to Senator Glenn, Chairman of the Governmental Affairs
Committee, by Chairman Boren laying out the Agency concerns.
Battaglia reported that not only did he have Boren's support
but that other Committee Members, including Senator Roth, had
signed up to our position. Battaglia said he had not yet sent
the letter because Senator Roth, who also serves on the
Governmental Affairs Committee, indicated that he thinks the
bill may die in Committee. Battaglia also reported that the
Committee Members he had spoken with supported a total Agency
exclusion.
3. Battaglia said that Chairman Boren was weighing whether
or not to send the letter now or wait until HR-3400 stated to
show signs of life. Battaglia supported sending the letter now
so that the Committee was on record as opposing this piece of
legislation. He promised to keep me informed.
