SUBJECT: Transmittal Letter: Round by Round Analysis
Attached for clearance is a transmittal letter from the Acting
Director to Senator Pell to accompany the ACDA produced Round by
Round Summary of the INF negotiations entitled: "Development of
US and Soviet Positions on Intermediate-Range and Shorter-Range
Missiles in the Nuclear and Space Talks: Round-by-Round
Analysis." The document was forwarded to you for agency
clearance on January 25, 1988.
Senator Pell requested this document in his letter to Secretary
Shultz of January 13, 1988, and the Dawson/Negroponte group
agreed that the document might be transmitted to the Senator in
this fashion.
The document was prepared to be used as an unclassified paper.
We propose to convey it that way to Senator Pell.

Dear Mr. Chairman:
Your request for the "Round by Round Analysis of the INF
Treaty Negotiations" has been referred to me, and I am
pleased to provide a copy for your information.
This paper, entitled "Development of US and Soviet
Positions on Intermediate-Range and Shorter-Range Alissiles
in the Nuclear and Space Talks: Round-by-Round Analysis,"
was prepared by the staff of the Arms Control and
Disarmament Agency as an informal, working description
and summary of the evolution of the INF negotiations from
March 1985 through their conclusion. However, while the
analysis has been reviewed within other Agencies and by
INF Delegation members, it represents an informal staff
report, not an official or authoritative Administration
account of the negotiations.
With that understanding, I hope you will find the enclosed
analysis helpful in your deliberations.
