Helgerson Director of Congressional Affairs SUBJECT: Proposed Telephone Call to Joe McDade 1. The Defense Subcommittee of the House Appropriations Committee continues to argue about how and whether to fund "Boren's billions" for our new reconnaissance systems.. Yesterday afternoon some Members suggested that you should appear before the Subcommittee this morning to answer some specific questions about these proposed systems and help them make some decisions. 2. Working with Committee staff, I made the point that your call to Chairman Bill Chappell in the late afternoon apparently had satisfied him. We agreed that a sensible step would be for you to make a similar phone call to Ranking Minority Member Joe McDade this morning. Mr. McDade can be reached in the Committee hearing room after 9:30 at 225-0465. Otherwise, his office phone number is 225-4035. 3. I recommend strongly that you do call Mr. McDade. We should avoid at all costs having you go down to Congress to join in their fight on this issue. 4. You could use with Mr. McDade the same talking points you used with Bill Chappell, which I have attached. Additionally, we know that Mr. McDade is anxious about outyear funding. I would recommend, theref t-hp wing additional points, which I have discussed with 7 --We have a commitment from this Administration to provide funding for FY 90 and the outyears over and above our existing programs. --We recognize these programs will be expensive. They cannot be financed by cutting back on existing programs, even if we wanted to do so.
