Transcript will be available early in the week; we'll get it to you. Specter stated that he will not add statutory Inspector General provisions to the Boren/Cohen bill because he didn't want to "muddy the waters" for the vote on the bill. He cited Cohen's advice on this point. Specter will continue to push for the statutory Inspector General. Specter will also continue to push for mandatory jail sentences for misleading Congress even though he has received many comments against this provision. Specter stated that the provision already has a salutary effect on those who would consider misleading Congress. Specter noted that the Iran/Contra Committee had found that Administration officials had given misleading testimony. He made a reference to the testimony of the Deputy Director of CIA that CIA officers sought to avoid hearing Iran-Contra details. Specter also stated that he will pursue his proposal to separate the function of the DCI from the D/CIA, but would not offer this provision as an amendment to the bill. In closing, Specter engaged Boren in a brief exchange designed to highlight the fact that the new bill would not relieve the Agency of its existing obligation to report "anticipated significant intelligence activities.
