On behalf of Judge Webster and Bob Gates, I am writing to
thank you for your 15 March letter enclosing the materials you
submitted to the House Intelligence Committee relating to
H.R. 3822. As you have recognized, this legislation if enacted
would have a significant impact on the current statutory frame-
work by which Congress is notified regarding intelligence
activities. Given your long and distinguished career as an
intelligence officer, your thoughtful and detailed analysis of
the practical implications of the bill will be especially valuable
as we engage in our ongoing discussions with Committee staff
concerning the various provisions of concern to the Intelligence
Community.
Again, we are deeply appreciative of the attention you have
devoted to this important subject as well as the support and
