Dear Jack:
Enclosed is a letter that the Acting Director recently sent
to Chairman Boren and Vice-Chairman Cohen on the definition of
special activities contained in S. 1721. The purpose of the letter
was to confirm our understanding that the definition contained in
the bill would not alter the status quo with respect to when a
Presidential Finding is required. As you know, that understanding
had been called into question by a letter we recently received
from the Staff Director of the Senate Select Committee on
Intelligence.
