This will confirm a discussion between Richard H. Ash and Rana f the Surveys and Investigations Staff, and Deputy Director of the Intelligence Co unity Staff, and his colleagues on May 5, 1988. At that time, it was explained that the Surveys and Investigations Staff has been directed to undertake a broadly-based study of current and planned programs and activities under the Director of Central Intelligence and the Secretary of Defense with regard to satel- lite and hardware procurement and operations, and human, signal, and imagery collection and processing. This inquiry will include, but will not be limited to, an analysis of the function- ing and staffing of the Intelligence Community Staff. Staff Members Ash and Adams will conduct this phase of our efforts. For your additional information, we are commencing an inquiry into the cost and program impact resulting from recent industrial accidents at plants where intelligence-gathering satellites and/or their components are mannfActured.
