Members of Congress, the status. of the U.S. Embassy's New Office Building in Moscow. , As you know, we were two of the first members of Congress to?call the attention of the American public to reports about technical problems at the U.S. Embassy's new building in the Soviet Union. We were deeply concerned about allegations that the Soviets had installed numerous electronic listening systems in the new structure. We understand that the Department of State recently-received an extensive report from private. consultants who presented a range of options concerning the future of the New. Office Building.. While. we are--unaware--of-the-Department's final recommendations regarding the future status of the building, it is our understanding that the nature of. the Soviet "bugging" efforts of our new building would preclude retaining that structure. We strongly believe that future Americans assigned to Moscow must be given a secure environment in which to work, and perform the important mission of Embassy Moscow. ^^ We understand that you may soon be making a decision regarding the New deconstruction of the existing unfinished structure and that a new and' technically secure facility be constructed in the near future. We also hope that you will maintain your policy position of not allowing the U.S.S.R. to occupy its chancery building on Mt. Alto until our government has occupied the new and secure-embassy facility in Moscow. We commend you for your leadership on.the issue of embassy security and hope that you will consider our recommendation. --With-best-wishes--we--are-- William S.
