HEHORANDUM FOR D. CHANEY
The attached table responds to your request for informa-
tion on Soviet economic and military support to client states
facing insurgencies. It was necessary to aggregate the eco-
nomic and military data to obtain an "Unclassified" estimate.
In aggregate, we suggest that you use the estimate of $9 bil-
lion of Soviet economic and military deliveries to these
states in 1987. The table provides the individual estimates
that went into the aggregate figure. Unfortunately, we do
not have data on aid to the PLO.
