NOTES
We received at the last minute, seven new proposals frorrhe Army for inclusion in
the program. Many of these proposals are controversial, and rather than put them
in the program without much review, we decided to leave many of them out for now.
The Army can always ask that the proposal be included in the draft Intelligence
Authorization bill if they can justify them to the Agency.
