1. We have learned that it is quite possible that this
bill may begin to move through Congress. Accordingly, we have
been advised by the House intelligence committee to prepare a
views letter expressing any concerns we have with the bill.
Attached for your review and comment is a draft letter which I
have attempted to keep unclassified for ease in use should it
become necessary to engage in an all-out effort to defeat this
