SUBJECZ~: Telecon re: FY89 Intelligence Authorization Enrolled
Bill Letter
1. On 16 September 1988, Sue Thau of the Gffice of
Management and Budget (OMB) requested delivery of the Agency's
enrolled bill letter as soon as possible. I explained that the
Director of Central Intelligence (DCI) was out of town and
would not return until the middle of this week. She asked that
a draft copy of the letter be delivered to OMB on 19 September,
but suggested that I speak with Annette Rooney first.
2. On 19 September, I spoke with Annette Rooney of the
Office of Management and Budget to determine her timetable with
respect to the above-captioned matter. She explained that OMB
has five days after receipt of notice that the bill has been
passed by both houses of Congress before it must be sent to the
White House. Within three days she must prepare a memorandum
to James Murr which includes an explanation of the lead
agency's views. While she has not received this notice, she
anticipates receiving it today. Thus, the delay of the receipt
of the Agency's views until the middle of this week would pose
a problem. She asked if I could read the gist of the letter,
omitting the portions regarding the inspector general. I did
so and reiterated that I was reading from a draft which would
quite likely change before the DCI signed it. She explained
that the memo she was preparing would only be circulated within
