SUBJECT: House Passes Omnibus, Anti-Drug bill

1. On 22 September 1988, the House passed H.R. 5210, the
omnibus anti-drug bill.
2. We will provide you a detailed summary of its provisions as
soon as copies of the version as passed are available.
3. Highlights of the House action included the passage of the
Brooks "drug czar" provision and the adoption of a substitute
amendment for the original Alexander "Anti-Stonewalling Act"
amendment. The substitute removes many of our concerns with the
original version.
