SUBJECT: SIRVES Representation
1. Reference is made to your letter of 24 December 1987, subject as above.
2. I am pleased to welcome Mr. John G. Hart, III and Ms. Ann Rachal as
alternate representatives to the SIRVES for the Department of Energy. As the
SIRVES has much work to be accomplished in reviewing new SIGINT requirements
and updating existing requirements in the NSRL, I am sure that these two well
.qualified individuals will make a useful contribution to our ongoing
deliberations.
3. Thank you for your assistance in making Mr. Hart and Ms. Rachal
available for service on the subcommittee.

for INF Monitoring
SUBJECT: SIGINT Requirements Support to INF
1. Congratulations on your recent appointment as the Special Assistant to
the DCI for INF Monitoring. You indeed have a formidable job. Please be
assured that the SIGINT Committee and its subcommittees (the SIRVES and SORS)
are prepared to assist you in the area of SIGINT requirements.
2. As you know, we have worked closely with ACIS to incorporate specific
INF related requirements into the National SIGINT Requirements System, the
mechanism through which requirements for collection, processing and reporting
are levied on the US SIGINT System. Now that you have assumed responsibility
for INF we are most anxious to continue these efforts with you and your future
staff.
3. I would like to extend to you an invitation to meet with me and the
Chairmen of the SIRVES and SORS so that we can review for you our roles in the
SIGINT requirements process and work with you to determine how we can best
assist you in your endeavors. Please let us know when it would be convenient
