SUBJECT: Preparation of the DCI's Guidance for the MASINT
q Reconnaissance Program - FY 1992-2001
1. We have recently tasked the MASINT Committee Subcommittees and Working
Groups to review and update the DCI's Guidance for the MASINT Reconnaissance
Program - FY 1991-2000. The tasking letter is included as Attachment 1.
Attachment 2 is a copy of the guidance document for your review.
2. You are invited and strongly encouraged to participate in the
preparation of this update. You can send a representative to any of the
working group or subcommittee meetings in which you believe that you have a
vested interest. I have informed the working group and subcommittee chairmen
that your participation will be requested. I suggest that you contact these
individuals directly and express your interests.
3. I must caution you that we must insist on a rigid schedule. Your
comments and inputs must be received and discussed within the particular
working group or subcommittee by a time defined by the working group and
subcommittee chairmen, which is constrained by a requirement to furnish an
initial draft to the MASINT Committee Staff by 1 May 1989. Due to the lengthy
review, coordination, and publication process we cannot accept major inputs
after this time. Our requirement is to publish the document by 30 September
1989, which is necessary to ensure that our guidance will be considered by the
Program Managers in the 1992 program build. I thank you for your cooperation
