1. This is a brief note to follow up STAP's invitation for you to be the
Panel's guest for lunch on Tuesday 26 January on the first day of its winter
meeting.
2. STAP lunches are informal, "sandwich" sessions
intended to provide an easy atmosphere for informal discussion. The
object is to give the members a better sense of what issues and problems are
on senior officers' minds, particularly in areas that have S&T aspects.
Discussion is off the record and literally informal, with guest and members
sitting around the table and speaking between bites. Generally, the Chairman
will begin by offering you a chance to make any remarks you wish and then
letting discussion and questions flow. STAP has had an abiding interest in
arms control and is eager to hear anything you might have to say on INF,
START, verification, and implications for the Intelligence Community. As
always, the Panel is also interested in finding out if there are ways in which
the group or its individual members can help you.
