1. As you are aware, Julius Becton, Director of the Federal Emergency
Management Agency (FEMA), requested assistance from the Intelligence Community
in a memo dated 9 June 1988. Subsequent to this memo, Lt Gen Heinz met with
LTG Becton on 20 July where FEMA briefed various members of the Intelligence
Community Staff on its various missions and distributed a Statement of
Intelligence Interest (SII) on their NATO responsibilities.
2. FEMA has continued to contact our office regarding the status of the
requests made in its June memo, some of which involve participation in the
requirements and priorities processes. In addition, FEMA is seeking feedback
on its SII on NATO activities in order to develop SII's for their other
various missions. I would appreciate your expeditious re i f these issues
so that we can be responsive to FEMA in a timely mann
