Purpose
POINT PAPEP FOR 23 NOVEMBER 1988
16(LIC) MEETING
o Prepare the DCI representative, DD/ICS,
to attend an IG(LIC) meeting on 23 November 1988 at 1000 in Room 208,
0E0B. to chair (meetin notice at Tab 1).
Other principals are identified at Tab 2.
Background
o LTG Colin Powell has asked to receive a briefing on results of
pffnrts tasked by the President in
IG (LIC) meeting convened to
prepare for the SIG(LIC) to meet with the National Security Advisor
on 7 December 1988.
Intelligence Community components were primary contributors to the
process of developing all issue papers (see Tab 3) responsive to
tasking contained in the LIC Policy Integration Plan (see Tab 4)
approved at the March 1988 SIG(LIC) meeting. Support included
participation in meetings of the LIC Working Group and the
intelligence committee steering group.
o Personnel from Intelligence Community components also played key
roles in preparing data related to developing the proposed list of
countries facing LIC situations (see Tab 3, Issue Paper 4) and
assisting in structuring a systematic approach to updating the
country list (see Tab 3, Issue Paper 5).
Discussion
o In their current form, the Issue Papers provide the basis for a
significant intelligence role in support of LIC Board activities. An
intelligence committee is required to continue functioning (Tab 3,
Issue Paper 1 as a central support mechanism to the LIC structure
responsive to Actions to support policymakers and other
consumers wit al ore national foreign intelligence will be
accomplished within the intelligence requirements and evaluation
process.
o Key intelligence activities related to developing and maintaining a
list of countries for appropriate LIC infrastructure actions are
contained in Tab 3, Issue Papers 2, 4, and 5. Responsibilities are
consistent with Intelligence Community component missions and roles

contained in national directives. Significant work in preparing the
Intelligence overview (Tab 3, Issue Paper 4) as part of the proposed
Interagency process for focusing policymakers' attention on LIC
situations will be necessary to update any list required by Issue
Paper 5.
o The proposed interagency process to foster a systematic approach to
assessing the impact of new and changing LIC situations on US policy
and national security (see Tab 3, Issue Papers 4 & 5) will require
data from national security, foreign policy, security assistance, and
economy/trade ers ectives, as well as intelligence, to be
effective.
o Collectively, the Issue Papers lay out a program responsive to the
Integration Plan that attempts to provide the basis for guiding
future LIC policy, planning, and coordination mechanisms. A critical
support role for intelligence is a key theme, however.
o The fundamental issue which remains to be addressed is the lack of a
legitimate role for the LIC infrastructure in the government
decisionmaking process. The IG/SIG(LIC) should be prepared to
develop a meaningful program at this juncture or consider ceasing
further activity. The possibility of congressional displeasure on
further inactivity must be considered. DCI representative may wish
to support a suggestion for a better defined program, if offered.
o Another significant issue with political overtones in the issue
papers is the concept in Tab 3, Issue Papers 2 and 3 to restructure
the LIC Board from a cabinet-level committee to a Policy Review Group
(PRG) level. The PRG is chaired by the Deputy National Security
Advisor and includes members at the under or assistant secretary
level.

to produce the country list and supporting country write-ups and
creation of an active intelligence committee with broad national
and departmental participation.

CIA which are loci for LIC matters.
Recommendations
Approve the LIC Working Group recommendations in the Issue Papers as
written.
Support the designation of the PRG as the LIC Board, but stress the
need to resolve most actions at the SIG level if possible.
