1. FBI Director William S. Sessions, Chairman of the IG/CI, has scheduled
a breakfast meeting for Wednesday, 22 June 1988, at 0800 hours in the
Director's Conference Room, FBI Headquarters.
2. The agenda will include:
a. Welcome to new IG/CI member Randall M. Fort, Special Assistant to
the Secretary (National Security), Department of Treasury. Mr. Fort will
provide the membership with a five- to 10-minute briefing on the role of
Treasury in counterintelligence both domestically and abroad. (See
attached Treasury memorandum and IG/CI memorandum responding favorably to
Treasury's request for IG/CI membership.)
b. DoE, DoD, CIA, and FBI will discuss respective CI program efforts
they have in place or planned to address the risks of loss of classified
information in scientific exchanges.
c. Legislative Working Group Chairman Mary Lawton will provide a
status report on the roup's efforts with respect to its CI legislative
responsibilities.
d. John Lewis, NSC, will provide a report on the progress being made
concerning the proposed executive order on personnel security. The order
was sent to the NSC late last year with five irreconcilable issues noted.

SUBJECT: Notification of IG/CI Meeting
e. Associate Deputy Director for Operations/CIA, will
lead discussion concerning members' evaluation of the series of
assessments CIA has produced on the Soviet threat to US interests in
various third countries.
NOTE: Attached are the two most recent estimates
which are being distributed t IG C

[The question for discussion is whether they are of value to the
Intelligence Community and if any changes should or could be made to make
them more useful. Issues include the use made of the assessments by
member agencies, distribution, scope, detail, classification, frequency,
target countries, etc.
f. The Director of the Community Counterintelligence and Security
Countermeasures Office of the Intelligence Community Staff will provide a
status report with respect to completion of tasks assigned to the
Intelligence Community in the President's Report to the Congress on the
Nation's Counterintelligence and Security Countermeasures Plans, Programs,
and Capabilities, September 1986.
3. Any additional items you might wish to recommend for inclusion on the
agenda should be forwarded to this office prior to the meeting.

SUBJECT: Treasury Membership on the IG/CI
REFERENCE: Your memorandum, same subject, dated March 16, 1988
1. The merits of Department of the Treasury membership on the IG/CI were
discussed at the 4 April 1988 IG/CI meeting with a favorable consensus of the
membership.
2. An invitation is extended for a designated representative from the
Department of Treasury to attend the next IG/CI meeting, which is scheduled
for 22 June 1988'at 0800 hours at FBI Headquarters. It would be appreciated
if the Department of Treasury would provide a 5 to 10 minute briefing for the
membership on the role of Treasury in counterintelligence, both domestically
and abroad.
3. The amendment of SIG-I Directive No. 2, dated 29 May 1986, and any
other pertinent document to include the Department of the Treasury as a member
of the IG/CI will be processed via the IG/CI Executive Secretariat, which is
the Community Counterintelligence and Countermeasures Office
(CCISCMO)/Intelligence Community Staff. In the interim, under existing
provisions the Department of Treasury may send a representative to IG/CI
meetings as an invitee of the Chairman, IG/CI.
4. Please provide CCISCMO with the identity, verification of SI/TK
clearances, and social security number of the designated representative and an
alternate so that they may be listed and kept informed of matters pertinent to
IG/CI participation.

SUBJECT: Treasury Membership on the IG/CI
It has recently come to my attention that the Department of the
Treasury is not a standing member of the Interagency Group/
Counterintelligence (IG/CI). As you know, Treasury is a member of
the Intelligence Community, with formal representation on the
National Foreign Intelligence Board, the Senior Interagency
Group-Intelligence, and other high level fora. In addition, the
Treasury Department has played a significant role on both the
IG/CM(T) and the IG/CM(P), which is appropriate given the
Department's technical security responsibilities as articulated in
Executive Order 12333. Given the Treasury's wide range of
responsibilities and authorities, both domestic and international
in scope, in the areas of intelligence and national security, I
strongly believe it would be appropriate for the Department to
have representation on that Intelligence Community entity which is
responsible for national counterintelligence policy. I therefore
request that SIG-I Directive Number Two, dated 29 May 1986, (as
well as any other relevant directives) be amended to include the
Department of the Treasury as a meMber of the IG/CI. (C)
Please advise as to whether any additional justification or
documentation is necessary in order to act on this request. (U)
