This memorandum requests your signature on correspondence conveying guidance to facilitate the implementation of National Security Decision Directive (NSDD) 298, "National Operations Security Program." 2. The NSDD, approved by the President on 22 January 1988, assigns to the Chairman, Senior Interagency Group-Intelligence (SIG-I) certain Operations Security (OPSEC) responsibilities. Relevant among these are tasks to formulate OPSEC policy, resolve interagency OPSEC differences, and provide OPSEC advice to executive departments and agencies. The National OPSEC Advisory Committee (NOAC), as a part of the SIG-I structure functioning under the aegis of the Interagency Group for Countermeasures (Policy) (IG/CM[P]), is your principal tool for accomplishing these tasks. A copy of the NSDD is attached for your reference. 3. As an implied mission, the NOAC has begun to address how it might monitor and facilitate, on behalf of the SIG-I, the implementation of NSDD 298. It concluded that certain basic steps were required. Among these were designation of specific points of contact (POCs) within agencies and departments who were addressees of the NSDD; standardized education of these POCs as to the objectives, principals, and techniques of the OPSEC process; and the provision of assistance, as required, to those who should develop formalized OPSEC programs. The correspondence you are requested to sign begins this basic step process. On 22 January 1988 the President approved National Security Decision Directive (NSDD) 298 entitled "National Operations Security Program." This NSDD, in part, requires each executive department and agency, assigned or supporting national security missions, to establish a formal operations security (OPSEC) program. Additionally, the NSDD more formally validated the general tasks already assigned to the National Operations Security Advisory Committee (NOAC). This committee has been established as an element of the Senior Interagency Group for Intelligence (SIG-I) system and is, as a result, also a part of the National Security Council structure. An inherent task of the NOAC is to assist the SIG-I in fulfilling its OPSEC responsibilities. I have, therefore, asked the NOAC to both facilitate and monitor the implementation of NSDD 298. 2. To assist the NOAC in this regard, each addressee is requested to designate an OPSEC point of contact (POC), who is familiar with the operations of respective organizations. The POC will be asked to interact with other department or agency representatives during the implementation process and to help coordinate OPSEC support to real-world interagency operations and activities. At a minimum, the POC should be cleared for access to SECRET information. 3. The NOAC, in coordination with_the Interagency OPSEC Support Staff; also established via the NSDD, will sponsor a one-day seminar in the early fall to discuss the full scope of OPSEC. Your POC will be invited to attend. 4. To expedite matters, the name, address, and telephone number of your POC should be telephoned to the Executive Secretary of the NOAC at (202) 351-2183 by 31 August 1988. Your cooperation in this effort will greatly assist in the coordinated and effective development of this very important national program. William H.
