Dear Dr. Latimer:
In response to the letter of 16 February 1988 from Representative Stokes,
the Director of Central Intelligence has approved dissemination of the
Unauthorized Disclosure Summary on a regular basis to the Chairman of the
House Permanent Select Committee on Intelligence. The first copy will be sent
to Chairman Stokes in the next week or so.
The Unauthorized Disclosure Summary is an extremely sensitive document
that confirms the accuracy of unauthorized disclosures of classified
intelligence information appearing in the media. Normally published monthly,
it is disseminated to selected Cabinet officers, key agency heads, and a
limited number of intelligence principals on an EYES ONLY basis. It is
intended to sensitize readers to the magnitude of the leak problem. It may
not be reproduced, and readership is controlled on a strict need-to-know
basis.
The Intelligence Community Staff values and appreciates efforts by the
Congress to combat the damage caused to US national security interests by
unauthorized disclosures. Please advise if I can be of further assistance.
