Summary
1. During the month, we implemented new procedures to improve the NITs
and COFIR update process by establishing a NITs working group and convening a
COFIR Users Group. The meetings of both groups proved to be very beneficial
in providing coordinated views and opportunities for all participants to
discuss ways to improve both documents. We expect to keep both groups
actively involved in the update process of the NITs and COFIR.

SUBJECT: IPC Staff Monthly Report--July 1988
Compendium of Future Information Requirements (COFIR) Users Conference
3. Representatives from the producer/consumer community, DCI Production
and Collection committees, and the program offices attended the first COFIR
Users Conference on 26 July 1988
Conference attendees expressed appreciation for the opportunity to discuss
issues relating not only to the COFIR but to the requirements process as
well. Many good recommendations were made regarding ways to improve the
COFIR. Among them were the need to standardize the COFIR structure and to
establish a configuration control system. Since the COFIR serves as the
authoritative statement of long-term intelligence requirements, the group
expressed strong interest in improving the COFIR, with the IPC Staff providing
the guidance and leadership for improvement. In addition, everyone
acknowledged the importance of having the producers/consumers and collection
committees work more closely in translating the intelligence needs into more
specific requirements.
4. A COFIR Working Group meeting will be held at the end of August or
early September to address the issues and to determine how best to implement
the recommendations that evolved from the COFIR Users Conference.
National Intelligence Topics (NITs) of Current Interest
5. The first meeting of the NITs Working Group on 14 July was a
success. The members of the group included representatives from the NSC,
State Department, Commerce, Treasury, DOD, and JCS. Only DOE was unable to
send a representative. The working group approach in coordinating the NITs
proved to be much more effective and efficient than in past years when
coordination was accomplished by ad hoc negotiation. The group agreed to drop
several items they concluded were of of marginal interest. They also
discussed sponsorship of some of the NIT topics, shared their organization's
chief concerns and interests, and expressed appreciation for the establishment
of a forum for working with the NITs in the early stage of development.

6. In addition to coordination, the meeting provided the opportunity to
discuss the NITs process for next year. There was a consensus that we need to
better educate the Community on the use of the NITs, especially next year when
we will be dealing with a new set of policymakers. We view this first meeting
of the working group as a significant step towards improving communications
between the consumer and intelligence producer communities. In addition, we
are hopeful that a more active role by this group will result in more
effective guidance to the intelligence production community.

Intelligence Consumers Survey
8. The survey questionnaires have been distributed to more than 300
senior policy makers in the Reagan Administration, and nearly one-third have
responded to date. The results are being coded for computer processing under
the direction of psychologists in the Office of Medical Services.
9. Preliminary results show that the top-level consumers of the
Intelligence Community's products are generally satisfied with what they are
receiving. However, they are expressing interest in more reporting on
terrorism, narcotics, and weapons intelligence. Many consumers also find less
utility in intelligence products that relate to policy options, but do prefer
a balanced interpretation of facts rather than mere facts alone. As for ways
of communicating their needs to the Intelligence Community, our consumers
prefer periodic visits by intelligence officers and periodic consumer surveys
like the one now in progress.

10. In the meantime, the survey working group has developed guidelines
for conducting the follow-on interviews. These interviews must be completed
by 15 October, and the final report will be in the hands of the DCI some time
in December.
Compendium of Interagency Coordinating Mechanisms
11. As mentioned in the last monthly report, this document was last
published in 1985. As a result, the changes are extensive. The document was
sent out for a second review to ensure that the changes were accurate and
complete. This review has been completed and the document is being prepared
for hard copy publication V September.

External Research Contracts Program
12. The data call for a zero-base review of this Program was disseminated
on 11 July. The data call issued updated procedures for managing the program
and explained the expanded format for submission. Upon receipt of the
Community update materials, the Staff will produce the 3rd quarter External
Research Contracts Report using the new data and format.
13. The staff is planning to restructure the automated external research
contracts data base in a way that will permit more' analysis of the data,
identify duplications, and provide custom printouts. Once completed, reports
will be available to the production community in hard-copy or disk form.

Production Enhancement Initiative (PEI) Program
15. The FY 1989 PEI cycle, initiated with a data call on 30 June 1988,
has generated a considerable amount of Community interest. The Staff has
received numerous requests for additional information and we are expecting a
significant number of submissions by the 12 August 1988 due date. We have
requested that Rach sponsor indicate the intelligence issues of Community
concern that the proposal will be addressing. These data will ensure that
approved PEIs are relevant to intelligence requirements and can help redress
gaps in intelligence information.
Consumers Guide
16. In its dealings with the producer and consumer communities, the IPC
Staff has recognized the need for a primer to promote a better understanding
of the Intelligence Community and its products. The Staff has concluded that
a document entitled "A Consumers Guide to the Intelligence Community and its
Products," originally prepared for the Carter Administration in 1977, could
serve as a model. After coordinating with the Chairman of the IPC and the
DDI, the Staff has undertaken the task to develop a new edition--one that will
have a greater Community orientation than did its predecessor. This new guide
may also serve as a tutorial for the transition team next fall.
