Attached for your information, please find a copy of a request I have received from the Director of Naval Intelligence for support and assistance from the Council in possible exploitation of certain advanced technological developments which Council members may be pursuing. I believe this request follows in line with our charter to provide for fostering inter-program communications of technical results, concepts, and plans in critical technologies and therefore ask for your assistance as appropriate to satisfy this request. 2. With the prospect for an increasingly austere budgeting of research and development resources, I am directing the Naval Intelligence R&D community to place special emphasis on exploiting the broad technology base developed throughout government and industry. The first step is to gain explicit knowledge of that technology base. I have asked Mr. Bob Brooke, my Advisor for R&D Programs, to investigate the several specific areas enumerated below. 2. I request your support and assistance in steering Mr. Brooke to sources of advanced developments in the following areas as they are being pursued within the intelligence community. Artificial Intelligence (particularly expert and knowledge based systems) High Density Digital Recording Data Compression Exotic Materials Imaging Arrays Pattern Recognition Robotics and Autonomous Work Systems Stealth Techniques 3. With your concurrence, I will have Mr. Brooke coordinate his activities and arrange for access to community developments in these areas through the Council Executive Secretary. THOMAS A.
