Defense Appropriations
1. Reference (a) recognizes the Congressionally-directed net
assessment of Soviet and U. S. submarine and antisubmarine
warfare capabilities and points out the work being conducted by
the CIA which may be useful in satisfying this task. Reference
(b) is a formal request for both CIA and DIA inputs to the Red
capabilities projections required to enable a complete net
assessment.
2. We appreciate your expression of interest and concern with
the subject net assessment. Per reference (c), the assessment
is being "...coordinated and led by the Director of Naval
Intelligence, with input from other members of the Intelligence
Community..." It is under these instructions that we have
requested assistance from both CIA and DIA in developing the
Red capabilities assessments (reference (b)). As you correctly
note, we are also involved in a close interaction with
appropriate "Navy operating elements" to ensure accuracy and
completeness of Blue input.
3. Reference (c) specifies the role of the Director of Central
Intelligence as performing "...mediation of disagreements..."
Based on the successful interaction of our respective analysis
efforts over the past few years, I fully anticipate that a
concensus of assessed Red capabilities can be reached, that
major disagreements will be minimized, and that minor
differences of opinion can be accurately expressed within the
context of the full assessment. We therefore expect that
requirements for adjudication on the part of the Director will
be minimal. We will, of course, provide you copies of the
final net assessment as you requested.
