This note asks for a bit of your help. (U) 25X1 2. (A/NIO) asked late Friday afternoon for some quick support STAT on preparing a presentation that the DDCI will deliver in mid-December to the Conference on Low Intensity Conflict (LIC) Planning Pol rv tn hp hal?at the Center for Low Intensity Conflict in Hampton, Virginia. 25X1 3. The general theme is the role of intelligence in support of LIC in the Third World. Low intensity conflict is being defined for this purpose as anything below the level of direct conflict involving US forces, i.e. security assistance, terrorism, support to resistance movements, etc. has STAT considerable general material at his disposal but would like some spec cs from the perspective of collection, production, and resources support. What are we doing, and what trends do we see? Are we increasing our attention on the Third World? If so, are we cutting into our Soviet Bloc support to meet the requirements? By increasing our support to the drug effort, are we building up, or is that at the cost of something else? What future challenges do we see? 25X1 4. My view is that you ought to look for pre-exist:n m:terials, copy any that seems relevant to you, and send the copy directly by mid-day on STAT Tuesday, 29 November, so it can be incorporated into t u ut i ing. He must have a draft to Mr. Gates by 1 December. (U) 5. If I may help, please let me know.
