SUBJECT: Performance Indices
1. This note is a followup to our several conversations over the last
number of months.
2. I would like you and your good people to invent some kind of
performance indices which will substitute for the concept of "A/R." I want to
stop using this old index in the next month or so and simultaneously I want to
start using something else. The next performance indices have to be more
focused, useful, and honest. I will be glad to go down to and talk
with your colleagues about my own ideas for a replacement. already
has a good sense of where my interests are leaning. This process of
replacement is a subject you should mention in your next monthly report to the
DDCI.
3. Further, I would like you to have someone--likel -create a
short but relevant briefing which describes the many changes going on in how
you as Chairman, COMIREX, and the staff, are improving our execution of the
DCI's many responsibilities in the imagery arena. This briefing needs to be
ready--after all of the discussion, drafting, and graphics work are done--to
be presented beginning in the period of 10-20 January 1989.
