The recently completed-FSCS Phase III study marks a milestone in SIGINT
Committee work. It has been accepted by the DDCI for publication and use by
the Community in planning future SIGINT capabilities. It is critical that we
project our best Intelligence Community thinking into the future to assure
that our intelligence collection capabilities keep pace with our changing
intelligence needs and technologic change. This recently completed study
makes a major contribution to that need and does so as a result of a full
Community effort.

The recently completed FSCS Phase III study marks a milestone in SIGINT
Committee work. It has been accepted by the DDCI for use by the Intelligence
Community in planning future SIGINT capabilities. As such it represents a
significant accomplishment as we strive to assure future collection
capabilities in an era of increasing intelligence needs and changing
technology.
Many Air Force personnel made valuable contributions to this study.
Their efforts in representing the US Air Force were important not only to the
results of the study but also in fostering a spirit of cooperation throughout
the SIGINT community.
The personnel listed in the enclosure are to be commended for their work
in supporting the study, in developing and coordinating the FSCS tasks, in
playing key leadership roles on the FSCS Utility Assessment Team (UAT) effort,
and in conducting the driving factors analysis and generation of initiatives.
Without their personal initiative, substantive background, and professional
expertise this study could not have been done.
