SUBJECT: Second Biannual Report for the President on the President's
Report to the Congress on the Nation's Counterintelligence
and Security Countermeasures Plans, Programs, and
Capabilities
1. Attached is the second biannual report for submission by you to the
President and, in turn, for his report to the Congress on. counterintelligence
and security countermeasures.
2. In line with suggestions in the memo from Mr. Gates to you dated 15
December 1987, the summary memorandum to General Powell has been expanded to
include assessments on where each of the interagency groups (IGs) is in the
process of implementing the President's recommendations. An analysis of
progress made by each IG now introduces those portions of the memorandum that
discuss actions completed or in process by the respective group(s). This same
format has been followed in relating progress made on the legislative
proposals contained in the President's report.
3. Additional information that elaborates on the nature of pending or
completed initiatives has also been included in-the memorandum to General
Powell.
