SUBJECT: Weekly Report
the House for a statutory Inspector General.
Intelligence Oversight Legislation: The staff of the House
Intelligence Committee informs us that your testimony on the
Intelligence oversight bill was well-received by the members.
The next step in the process is for the Intelligence Committee
to hold a second hearing on 10 March. Testifying at this
hearing will be Secretary Carlucci, former National Security
Advisor, Brent Scrowcroft, and George Carver (a former senior
Agency official who will appear on behalf of the Association of
Foreign Intelligence- Officers). All will testify in opposition
to the bill. The Committee staff has also drafted a separate
bill incorporating other legislative recommendations contained
in the Congressional Iran/Contra report, including the proposal
for a statutory Inspector General. The bill has not yet been
introduced, and we are informed that Senator Specter is having
difficulty in persuading Chairman Stokes to actively push in
investigation.
House Intelligence Inquiry into CISPES: The House
Intelligence Committee is currently reviewing a large volume
of CISPES documents provided by the. FBI, and intends to request
that Director Sessions appear before the Committee following
the completion of its document review. There is no intention
at this point to request that you appear to discuss the
half the previous night.
Senator Bradley Speaks to-Agency Conference: On
24 February Senator Bradley spoke about LDC debt issues to an
Office of Global Issues/Office of Training and Education
Conference entitled: "New Economic Realities: Threat to US
Security." His speech focused on the role of United States
banks in LDC debt renegotiation, as well as the implications of
current LDC demographics on their economic development
prospects. Bradley was particularly kind to come to
Headquarters in view of the Senate filibuster that kept him up
