Attached for your review and comments is the Draft FY 1989 NITs compiled from your submissions. In a departure from the past, we wish to convene a NITs Working Group (composed of the points-of-contact of the policymaking and defense organizations) to coordinate this draft at a meeting to be held on 14 July at 11:00 AM in In addition to coordination of the FY 1989 draft, we want to use this opportunity to review the NITs process and assess its impact on intelligence production. Your views and recommendations for improvements will be most welcome. We hope this forum will help improve communications between the consumer and intelligence producer and ultimately contribute to better satisfaction of consumer needs through more efficient intelligence production. 2. As you can see, the FY 1989 NITs draft is considerably longer than last year's. Only a handful of items were deleted and many new items have been added. Although we used your inputs judiciously and only added new items when they were considered unique and met the requirement of national interest, we still have a substantial increase in volume. In your final review, we encourage you to look more closely for items which may be dropped. 3. Please notify of your attendance plans.
