(c) The National Science Foundation, working with the Department of State, EPA and other interested agencies, should take the lead in negotiating during 1990 a restructured organization with IIASA and its members. These negotiations should cover the institute's mandate, program areas and funding mechanisms. The NSC and OSTP will provide policy guidance as necessary. (d) While these negotiations are taking place in 1990, the U.S. should continue a policy of funding IIASA projects, although on a multi-year basis if appropriate. (e) The Director of OSTP should inform the American Academy of Arts and Sciences of these decisions.
