(B) The President may waive the requirements of
subparagraph (a) if he determines that it is necessary to meet
rare, extraordinary circumstances constituting a serious threat
to United States national security interests. In the event the
President exercises the waiver contained in this subparagraph,
he shall put the grounds therefor in writing and review them
not less frequently than every 10 days. Notification to
Congress pursuant to this subsection shall include, for any
action for which a waiver was exercised under this
subparagraph, a copy of the President's statement of grounds
for exercising the waiver.
