Thank you for visiting with us on 1 August and for sharing information
regarding the Facilities Systems Engineering Corporation's "Shared Energy Savings
Project."
As promised you at the 1 August meeting, your proposal was thoroughly
reviewed by our engineers in the Office of Logistics. They found that the Shared
Energy Savings Project does, indeed, have a number of technical and economic
advantages. However, they do not believe that it would be suitable for us to
pursue the concept at this time. The principal obstacle to our adopting such a
system is that we 0 not have a sufficient amount of undeveloped land on our
Headquarters Compound. to support a cogeneration facility as outlined in the study.
In addition to the Office of Logistics, I forwarded the study to several
other components in the Agency whose mission might require a cogeneration
facility. At this time, there is no positive expression of interest.
