SUBJECT: Weekly Report
Intelligence Oversight Le islation: The minority staff of the
House Intelligence Committee has indicated that the Committee may
mark up the Intelligence Oversight bill as early as 18 April. We
are still working with the Committee staff to iron out our last
few problems with the language of the bill (apart from the
"48-hour" previsions). Following action by the Intelligence
Committee, the bill will be considered by the Foreign Affairs
Committee. The minority staff has indicated that the Chairman of
the Foreign Affairs Committee, Dante Fascell, remains upset that
no Foreign Affairs Committee Members were selected to fill the
recent vacancies on the Intelligence Committee. Accordingly, the
staff speculates that Fascell may show his displeasure with
Chairman Stokes by not moving quickly on the Intelligence
Oversight bill. However, when the Foreign Affairs Committee does
act, it is certain that a majority will support the bill.
New Membership on House Intelligence Committee: The staff of
the House Intelligence Committee informs us that Dan Lungren, a
Minority Member cf the Committee, still intends to resign from the
Congress even though he did not get appointed to the position he
was seeking with the state government in California.
Representative William Dickinson (R-AL), the Ranking Minority
Member on the Armed Services Committee, has expressed strong
interest in filling the next vacancy. In the past, he has shown
himself to be inquisitive and aggressive on intelligence matters.
More on Narcotics: As Senator Kerry continues his hearings
on international narcotics trafficking, Senator Nunn's Permanent
Subcommittee on Investigations has also begun an inquiry along
similar lines, with the major focus to be on the involvement of
foreign leaders. We will be providing finished intelligence and
briefings to the staff. Still elsewhere on the narcotics front,
Senator Chiles will soon request a briefing on narcotics
production and interdiction matters. His staff says that Chiles
and other Democratic Senators will press for additional
legislation related to narcotics between now and the election.
