Allen National Intelligence Officer for Warning SUBJECT: Coordination of Visitors to the NIC NIC-02645-88 17 August 1988 1. I am becoming increasingly concerned over the number of missed opportunities for NIO's to confer with visitors to the Agency in general and to the NIC in particular. Visits by the newly appointed CINCUSAREUR, CINCPAC and CINCLANT are the most recent cases in point, although there also have been missed occasions to speak with returning Chiefs of Station. 2. Three critical responsibilities of the NIO for Warning are Warning of War in Europe, and Warning of War in Korea. A chance to discuss the first two with CINCUSAREUR, in the wake of my successful 10 August meeting with SACEUR, would have demonstrated a unified NIC effort to keep all key Department of Defense officials informed of a vital program in their area of interest. As it stands, SACEUR has an up-to-date sense While one of his new key subordi- nates, who made a special effort to visit here--at our invitation does not. Meanwhile, we are applying some of the analysis efforts to the North Korea problem; I would have liked to advise the new CINCPAC about our Korea initia- tives and the associated JNIDS l&W efforLthat m NWS is supporting, but I was not included in any discussions with CINCPAC. 3. General Gorman in several discussions has emphasized what he believes to be a principal NIO/W responsibility: supporting the CINCs, the U&S Commands, and the J-2s of those Commands. In response to that challenge, I am now scheduled to see the new CINCLANT on 30 August because I requested to do so. I will use the limited time available to discuss my support to the missions CINCLANT shares with SACEUR. 4. Recommend you consider appointing a NIC Focal Point to coordinate outside VIP visits with NIC management and with specific NIO's. Your Focal Point would be identified to appropriate DO staffs and desk officers and to DI/CPAS/ILS, would be responsible for maintaining a current forecast of visitors, and would coordinate the visitor's time while with NIC representatives. The risk of incomplete or missed subs- tantive dialogue is too high with our current laissez faire approach. C arles E.
