Declassified and Approved For Release 2012/04/03: CIA-RDP90T00782R000100120003-8 May 23, 1960 MEMORANDUM FOR: Mr. Dulles, DCI Attached is a copy of a document, dated April 6, 1956, entitled "Agreed Undertaking," which Pat Coyne left with me for you, on the basis that you do not have a copy. It represents a state- ment of the Board's understanding, reached at its first meeting, as to its functions. As indicated in the last paragraph, these functions were presented to Governor Adams by Dr. Killian and received his general approval. Pat Coyne said that you should feel free to pass the portion of the document above "Memorandum for the Record" along with other documents connected with the Board, if you want to do so. The "Memorandum for the Record" is for you alone. After you left, the following points were made by General Hull: (1) He reaffirmed his feeling that if asked, by a committee or otherwise, if the Board was aware of the program, you should clearly reply in the affirmative. He specifically mentioned, however, the following limitations: (a) He distinguishes the "program" from individual flights, stating that the Board was not aware of any specific flight until after it had happened. This point he thought might be significant in connection with the present proposed hearing which is apt to con- centrate on the May 1 flight. If so, and if any Board members were called, they would have to deny knowledge of that particular flight before its occurrence.. This, in turn, means that they would not in any way have approved or known of the timing of the flight in relation to the Summit. (2) The Board's approval of the program was predicated on the results and would not in any way involve consideration of operational details. As you undoubtedly know, it is the present White House policy that individuals on the Board shall not only not make releases, but shall not appear before congressional committees without a specific waiver of the existing rule. In this connection General Hull said that he would hope that he would be consulted in case any recommendation were made to the White House suggesting a different participation by Board members. I assured him that I was certain you would do so in case you were involved, or heard of such a suggestion. General Hull indicated that in such a case he might want to call a meeting of the Board to get their reactions, although he already informally knows the views of each member.
