MEMORANDUM FOR: Deputy Director for Administration

SUBJECT: Unfunded Request - Scattergood-Thorne
1. The Scattergood-Thorne property, 37 acres adjacent to
the existing Headquarters Compound, has been added to the
Agency's property holding. In order to provide a secure
perimeter to the existing facility, a new fence must be
installed around the property. An estimate of $90,000 is
required to satisfy this request.
2. Upon close inspection of the grounds, it is immediately
apparent that little or no maintenance work has been performed
in recent years. Fields must be trimmed back (and continually
mowed, from here on out), tree branches should be pruned, and a
significant amount of shrubbery needs care. Aside from the
general ground work, a significant amount of debris has been
left which must be removed. An estimate of $40,000 is required
to clean up and maintain this property.
3. The building structures (seven on the property) have
similarly received little or no maintenance. In order to
protect the interior of the facilities, work should commence
immediately on roofing, window and gutter replacement, and
paint/trim work. In addition, an initial amount of upgrade
work is required for both plumbing and electrical systems.
Cost estimates for this segment are $270,000.
4. Based on an immediate need for a secure perimeter and
maintenance and rehabilitation work for the Scattergood-Thorne
grounds and structure, it is requested that $400,000 be
provided as an unfunded requirement.
