SUBTDCT: Original Y.eadquarters Building Renovations
1. We have given considerable thought to the two options you asked us to
consider regarding smoking areas in the Original Headquarters Building (CHB).
We see disadvantages in both of your proposals.
2. A basic tenet of the CHB renovation program is that we will convert
the building for the most part to .open landscape design. The number of
private offices in the building will be dramatically reduced, going
principally to managers at the GS-15 level and above. Given the dynamic
nature of our building population, we don't think it would be a wise
investment to have smoking areas with special ducting in the open office
spaces. Moreover, unless we vented. the smoke to the outside, a very expensive
move on a building-wide basis, the duct system would merely broadcast the
smoke throughout the building.
3. Your suggestion to establish a few strategically located smoking
lounges that have the room air vented to the. outside presents a different-kind
of problem. As you are aware, space is at a premium in the Original
Headquarters Building now. This situation will not improve as a result of the
renovation, but what space there is will be more equitably allocated. We are
presently trying to find sufficient space to reinstall the food vending roans
in the building that have long since been converted to office or storage
space. This type of facility would be more in keeping with the ca~nron good of
our employees than smoking lounges, and I'm afraid at present, given the
scarcity of space, we would have to choose between the tvao. It is for this
reason that we recently replied negatively to the Suggestion Awards Committee
with regard to a proposal that e~ployee lounges (not smoking rooms) be
scattered around the building.

4. Our planning thus far with regard to quality of life items for
smokers has been based on the apparent government-wide premise that. smoking is
not in the comrtron interest. At present, we are using lavatories as stroking
areas. Frankly, I find entering a smoke-filled lavatory an unrewarding
experience, as I am sure smokers and other non-srrokers do as well. We intend
to beef up the venting of the lavatories to the outside during the renovation
period to see if we can alleviate this problem.
5. Despite the rather negative nature of this response, we are open to
ideas which would improve the quality of life on the compound for smokers and
non-smokers alike. We just haven't, come up with any yet that don't impact on
.the space we have available for Agency operations, and I'm not sure I could
justify the expenditure of large sums of money to modify our air conditioning
and venting systems to accommodate a habit described officially as being
dangerous to one's health. We'll keep trying, and I hope your Committee will
too.

1. Tne Agency Occupational Safety and Health Committee wishes
to request that consideration ne given to the following items in
the proposed renovations in the Uld Headquarters Building when
areas are vacated:
a. The provision of inlet and outlet ventilation ducts in
private offices to permit increased flexibility in assigning
rooms to smokers and nonsmokers.
b. The establishment of a few strategically located
smoking lounges that have the room air vehted to the outside.
