SUBJECT: Removal of the Dirt Stock Pile
1. During the past few months, we have tried, informally, to locate
contractors who were interested in removing some of our excess fill dirt at
no cost to the government. While a few contractors removed small
quantities of dirt, it appears that no contractor is interested in taking a
substantial portion of our stock pile. As a result, we are preparing a
statement of work to formally solicit bids from contractors to remove the
remaining dirt.
2. We are concerned, however, that the expense to remove the remaining
dirt could be great. Earlier this year, we paid a contractor $60,000 to
transport 12,000 cubic yards of dirt from the stock pile to the Federal
Highway Administration compound. And, a recent survey indicates that we
have approximately 140,000 cubic yards of dirt remaining. With this in
mind, I would like you to consider if the dirt could be used somewhere
around the headquarters compound. I know we have talked about this
informally in the past, but I would appreciate if you would review the
possible uses for the dirt once more, before we lock ourselves into a
costly contract to remove it from the compound. Two ideas I believe worth
considering are: 1) using the dirt to elevate the West A parking area or 2)
build a dirt berm north and east of the new West A parking area. Clearly,
we would effect some savings if we could use the dirt on the compound.
