SUBJECT: OEA Space in New Headquarters Building

1. We have reviewed the changes proposed in the referent. Like most
components scheduled to move into the New Headquarters Building (NHB), the
Office of East Asian Analysis (OEA) has expressed a desire to reconfigure
space in the NHB to accommodate their present needs. Such changes will
further delay completion of the NHB and will be expensive if performed by
the current contractor. Therefore, we regret that we cannot at this time
issue orders to the contractor to make changes of the type outlined in your
memorandum. However, the Facilities Management Division (FMD) of the
Office of Logistics will be contacting all components slated to move into
the NHB to revalidate their space requirements.

2. This revalidation process will determine whether each component has
adequate space, whether the space must be modified, and when the
modifications will take place. In any event, changes will not be made
until the current contractor completes his work and turns the space over to
the Agency. Therefore, the New Building Project Office will not take any
action on your 2 December memorandum. Rather, we will forward it to FMD
