1. Your laudatory comments concerning the support provided
by thp dividuals in preparing the Logistics Plan for
the Project as cited in the reference are certainly
appreciated. The effectiveness of the plan is further
reinforced by the comments of the HPSCI which expressed its
satisfaction in our efforts to monitor and control the
expenditures for materiel. You should be aware that
considerable effort and time was expended in this effort by
some 30 Office of Logistics personnel beyond the three
specifically cited in the reference.
2. With respect to HPSCI's comments concerning the lack of
controls for a small percentage of disbursements which are not
under the control of CIA officers, I believe that this is a
financial problem that can best be resolved by personnel on the
scene. Under these circumstances, we plan to make no changes
to the existing Logistical Plan.
