MEMORANDUM FOR: Deputy Director for Administration

SUBJECT: Request for Reprogramming
1. This memorandum requests authorization to reprogram
$380,000 from several Facility Management Division (FMD) Fans
to Headquarters Engineering Support (78-1125, SOC 2540) to
cover a projected shortfall in funds to cover the Dicon
contract.
2. Dicon provides OL/FMD with all construction,
engineering and renovation design support, as well as,
personnel to support the Headquarters consolidation effort.
Funding for Headquarters Engineering Support was initially
adequate to cover these requirements. However, a $1.3 million
DDA Unallocated cut taken from Headquarters Engineering Support
severely limited our capabilities in this area. Currently,
$800,000 remains frozen. FMD has carefully reviewed all of its
accounts and minimized its other activities in order to refocus
its spending plan. Supplies, furniture, and service contracts
have been reduced to a minimum operating level to fund the
critical support requirements provided by Dicon.
