SUBJECT: Reimbursement for Certain Detailees
1. The attached provision before Congress concerning
Reimbursement for Certain Detailees presents no anticipated
unusual problems for the Office of Logistics (OL). However, the
following are some general comments from OL concerning the
provision.
2. In several cases, sending a detailee to a receiving
organization is often for the greater benefit of the detailing
Agency. It does not seem appropriate that the receiving Agency
should be required to pay in all instances, especially in cases
of mutual benefit or greater benefit to the detailing Agency.
3. Reimbursement for detailees in all instances could
possibly present problems if it leads to exposing key
relationships. The result could be a threat to our intelligence
mission.
4. Reimbursement for detailees beyond 60 days may erode the
spirit of sharing of in-house government expertise and may
result in unnecessary contracting for services.
5. This provision apparently only applies to FY 89. It is
unclear what is being proposed for FY 90 and beyond.
